Our client is an established European shipping company and managing a dry cargo fleet looking to recruit a Marine, Vetting and Assurance Superintendent for their office in Singapore.

Main Responsibilities

  • The Marine and Vetting Superintendent is responsible for the safe, efficient and environment conscious operation of the Bulk Carrier Vessels assigned, especially with regards to Navigation and Cargo Operations in accordance with prevalent Class, Flag & ISM requirements.
  • To ensure vessels comply with all relevant rules & regulations with special emphasis on the ISM code, the ISO 9001 and ISO 14001 standard as well as Flag state, Port state and the industry's special requirements and render marine support to ships as appropriate.
  • Support on matters related to charter-parties and charterer communication.
  • Plan, review and implement cargo operations related procedures including but not limited to review of stowage plan.
  • Attend to additional duties as decided during the annual employee dialogue.
  • Analyse and respond to Undesired Events.
  • Participate in evaluation of Shipboard Management Systems Review.
  • Arrange Management Reviews and ensure actions decided upon are implemented.
  • Ensure the fleet complies with owner’s standard operating instructions.
  • Ensure smooth communication between owners and fleet.
  • Ensure no disputes occur during loading or discharging operations, assist vessel as required during issues with cargo operations.
  • In the event of any potential dispute, intervene and take charge of the situation, moderate between vessel, owners, P&I club, shipper and charterer through standard operating communication channels between parties as per SMA and CP.
  • Implement company procedures on cargo handling taking structural, crew and cargo safety into consideration and ensure managers and owners interests are not compromised.
  • Monitor cargo quality or quantity disputes by actively engaging with crew during loading and discharging. Ensure Load line survey is completed in accordance with international and local regulations in liaison with owners and crew.
  • Responds, formulate and follow up on all questionnaires, CAP, CAR and Investigation reports. Custodian of all commercial related submissions and documents.

Qualifications

  • Certified deck officer with minimum COC class 2.
  • Technical/maritime qualifications with at least 3 years sea-time as Chief Mate on bulk carriers and 1-2 years similar position on shore.
  • Preferably with Lead Auditor qualification.
  • Experience on ocean going BC vessels above 20,000 GRT would be an added advantage.
  • Good command of oral and written English.
  • Basic computer knowledge.
